That's a dumb as fuck theory that hinges entirely on the following premise

Cover more than proved that they lucked out on being a "talent agency" from their "tech company with Sora as a proof of concept demo" beginnings. FOR FUCK SAKE, Matsuri didn't even know she was an "employee" until she got the first paycheck
She genuinely thought she would have to PAY to stream using Hololive software. That's how organic and disorganized Cover started when they started Gen 1.
They didn't have a clue then other than "let the girls do their thing" and they don't have a clue now, that's their biggest handicap but also the reason for their success. For instance, Fubuki single handedly created the powerhouse that "Hololive Gamers" is out of arcade buddies and old friends, Cover whole input (other than providing the tech) was giving an OK.
Trying to attribute a "master plan" to Cover when they clearly are "playing by ear" is the dumbest rrat this board ever connocted, even dumber than "Ollie got fingered on stream". Please refrain from doing that.
About Haachama and HoloEN: anyone that ever dealt with Japanese corps foreign ventures know exactly how their playbook goes:

That's how Nintendo of America goes, that's how Sony Corporation of America, and that's how Hololive China used to be run too, to the extreme point of their head putting out statements contradicting the official direction of the company (like bowing to the chinks or telling the talent they would be able to keep their models and names), which ultimately costed the whole branch existence.
Hololive English branch has their own management and likely someone that respond to the board (and Tanigo) and to him alone. They have their own strategy, their own manner to manage their talent
