There is a difference between leaning into the coomer bait act for the first few months after debut when a vtuber is trying to get viewers and suddenly leaning back into the act over a year later. What happened with Ina felt like corporate meddling and given the events leading up to the graduation of Coco we know that hololive talents can have long running disputes with management. Cover owns everything related to the model and default outfit so any changes would require their approval and that gives them plenty of leverage during negotiations.
