Start going through corpos and notable indies first. Don't stick with just one corpo if you want to find the best vtubers. Smaller corpos tend to have large networks and they collab a lot with each other, which helps in finding more vtubers. It also helps with Youtube recommendations.
ENs aren't worth it. Go with JP or don't bother at all.
Check the generals that focus on certain type of content (singing, ASMR, FPS, retro) if any of that interests you.

find out what you want to watch; zatsu, singing, specifics genres of games, specific franchises, or just a general streamer. then figure out if you want to watch a large streamer, medium sized streamer, or small streamer and what language you prefer to watch them in. then just start looking in the appropriate generals that might have what you want, and just ask in a general if you are looking for something specific.

it's really not that hard if you figure out what you want from the streamer first before you go searching.
