It's a benefit only he was given. Normally he'd be pointed as a 10 pt master player, but the teams that want him had a hard time fitting that into their point allocation so he made a deal with the organizers to be worth 9 pts but only able to play mad Maggie. He always could've been a part of a team as a normal 10 pt player (provided someone wanted him)

That was just the last Vsaikyou, he begged Hal to nerf his points if he plays only Mad Maggie. But then he just became a menace with her and then willingly used her in CR Cup and again drove everyone crazy. Mad Maggie is really perfect for his play style.

iirc it was also a bit of fooling around with the rules, since one of his team members was performance wise over-pointed so it was a way to reduce the team points by limiting astel with a mostly non-concerning limitation (since master point values were something flexible, as per Hal) rather than making an exception on the rank to point ratio that was for most non-masters players.

Astel is ranked as a 10pts master for Vsaikyou by Shibuya Hal (only two other masters who have been in the tourney are 10pt, Pakael and Aqua). Points are given for the sake of team balance, but 10pts makes it difficult to find competent but low point players, so Astel asked Hal if he could be 9pts but he'll restrict himself to Mad Maggie (who at the time was new and considered non-meta). Hal agreed, but Astel is such a good player he still gave other players a hard time with her drill skill (it embeds into walls and burns people on the other side, so campers are fucked). He tormented every team in the tourney with it and it became a running joke he had no friends.
