It's somewhat true, event streams like debuts, birthdays, live, etc will get more views than regular streams and of those the debut is the only one guaranteed to actually happen and be advertised. Getting lots of eyeballs outside of that will come from going viral which depends more on the algorithm.

The key difference is that Mocca's breakdowns are like a much lesser version of brap-chan's in that they shut down and try to quit and delete everything. Back then it was true. Vtubers just didn't blow up randomly after debut, other than miko GTA, korone eekum bokum, fubuki and a few others, it was a rarity. The meta has evolved a lot from those days.
