They obviously split the fanbase and the vanguard boys aren't helping any. The original boys had a solid method of raiding into each other for a long while and when the reigns were lifted they still did a decent job of not overlapping each other. Vanguard was the opposite, as soon as the reigns were lifted they immediately started overlapping each other like crazy. Also add in that they're also fighting for the same fanbase as the OG boys, you end up with a couple of 3 view runts. That isn't to say things can't change. Bettel has managed to solidify himself to being around the same level as tempus 1 in terms of viewers rushing to see him during overlaps, and despite being purpler magni he comes from a unique background that can attract new viewers. Same actually goes for all of the vanguard boys, they just need to tap into those markets. Flayon could get shota lovers if he learns to calm his autism, haka can bring in the spics, and shinri is the comfy streamer. They have to work for it but it's possible. At the very least they aren't hiting the lowest of the low nijiID or nijiIN numbers. They're like at illuna/lolisex niji numbers.

It's not a complete lost cause but the odds aren't in their favor. The original Tempus quartet was reasonably well balanced: All four boys have a pretty clear vibe, unique personalities, and unique content. Their respective gimmicks don't interfere with their streams. Each collab pair has a unique dynamic.

Vanguard has me scratching my head. Bettel seems to me like just "Magni 2" and Hakka is, at best, "Axel 2" but both of them are worse at it. Machina has a unique gimmick but it's a bad, dumb gimmick. He's annoying as fuck and it's hard to say if he's worse alone or in collabs. Shinri has the most potential of the set by far, the daddy vibes will appeal to fujos. Maybe when Vesper graduates in a few months, Shinri can replace him as the chill zatsu member of Tempus.
