Is being in a small agency actually beneficial in an economic sense? I can't help but feel that the cut these agencies ask for is just far too much. Sure, they offer a lot of free stuff, but I feel like being indie would bring a higher rate of return on investment.

Depends on if you already have a decent audience. If you are somehow managing 50+ ccv with some decent donos then you really don't need a small company. The vast majority of vtubers don't even get that though.
Aside from views the most a company can potentially offer is help with merch and cross promotions and maaaaybe tech support but none of those are guaranteed depending on the company.

I can only speak for myself, so take it with a grain of salt.

This is the most revealing thing I'll say here but I was scouted with the intent of me keeping my current model and branding. I also got a better second offer because their first was insulting considering I was bringing my own model and very established community over.

I was considering the second offer because the extra visibility would be nice for me. In the end I declined because management was nonexistent and all I'd be getting was the Tsunderia name. I couldn't trust their promises considering the history.

In general, smaller agencies benefit smaller streamers if you're going to be rebranding. If they won't promote and advertise you though, you're better off indie.
