There's a real risk that the new model might lose some of her original charm.
If the artist manages to give her the right mix of innocent and smug expressions, that will help a lot.
I'm assuming her voice and personality won't change, which should keep a sense of continuity.
I think the problem is that her new design looks a bit too casual?
The original model had a fun juxtaposition between her neat/ordinary appearance, and her deranged/based thoughts.
If the new character is designed to match her personality, then there won't be that alluring incongruence any more.

How big of a technological lead do you think Neuro has over other projects out there (both known AI vtubers, and ones currently being worked on in stealth)?
The barrier to entry might be lower than people previously thought, and if there are thousands of attempts at clones, then one or two of them will probably be earlier than Neuro at gaining certain new features.
Her biggest missing feature right now is probably her inability to comment on her gameplay, so if Vedal's solved that this past 2 weeks, then that should keep her in the lead for a while.

Technologically, not that much, as most of the technology is now public access/programs can by paid for and downloaded from certain websites
However

it is like if you ask a game developer or programmer, how far along where you to creating this technology to create a game.
That is a strange perspective, as the technology needed to create the game already existed, but the programmer utilized such technology to create his game, or now has the means to make such projects come unto realization
I have no doubt that a project such as Neuro Sama would never have been possible even 5 years ago, but with the technology available, when there is a will there is a way, and when there is a way, why not use what is available to bring such ideas into reality
Keep in mind, this technology itself has existed for well over a decade now, but only in the past recent years has such AI become available for the public to use and play around with/create projects using it

2 things I believe Vedal shoulld give special attention to with upgrading Neuro sama is
1: Longer term memory data
2: Recognition or input of environmental data, and commentary of environmental input
If Neuro sama could begin to remember things beyond a few sentences, as well as have commentary on her own gameplay and what is happening during stream/have a bit more awareness of her surroundings, that could be a big advantage and lead for sure

I see what you're saying, but as a counter-point, consider the phenomenon of "second-mover advantage":

and the project has gained so much spotlines in such a short period

The big vtuber agencies are probably in denial about what this means for their industry, and they're going to have a "Kodak moment" if they don't hire him immediately to help them ride out this technological wave.
Imagine if their talents could turn on "auto-pilot" while they go out to an "idol meeting". That's got to do better for viewer retention than just putting up a loading screen.
Ultimately these companies might have to pivot into something else, like managing legal agreements for merch/concerts/whatever, while their talents graduate one by one and are replaced by smarter, funnier, healthier, more loyal AI characters.

If we're talking infinite resources and shit then yeah he could hire an FGO artist and pay them a ton of money and grab an Iron Vertex rigger and pay them a ton plus rush fees plus dragging them away from whatever they're working on and what's in their queue to work on.
Reality is that riggers, and usually even artists, are backlogged as fuck when it comes to making VTuber models.
