Whatever AI she is using to answer questions doesn't seem very powerful compared to Neuro. Her TTS voice also sounds kind of depressed and has a robotic breathiness to it. The AI that Kitt is using to play Minecraft seems to have information from within the game's world model itself, rather than it just processing raw pixel data.
This is evidenced by the red line on Kitt's screen, which represents the path she is trying to take. In particular, when she is close to blocks, the red line becomes an outline of those blocks which she can/should mine.
I think that's not something that Neuro's Minecraft AI can do (and is arguably cheating).
Probably neither of the AIs were developed by the respective channel owners, and it's hard to say what the limits of each approach is.
Even if both AIs are continually developed by the open source community (or academic/commercial researchers), the vtuber channels will probably be limited by how much hardware they can afford to buy/run.

Thanks so much for finding that interview! I can't believe I hadn't seen that.
I did a bit of searching online, and a Live2D character creation service called "CHARAT V" claims:
"We will start creating the data and deliver it in as little as one week and generally within 30 days."
So maybe 14 days isn't long enough for a fully animated character, but the new Neuro model only needs minimal functionality for her debut stream.
If necessary, the model could include just her head and shoulders, with an animated PNG for the heart-hands gesture.
She also only needs to be able to face the camera, so tracking for the eyes and neck doesn't have to be implemented.

Not really biased, but these other AIs are not as fun as Neuro at all, maybe it'll take some time to develop them. Hopefully like with Neuro having a group of friends feeding the things they like to the AI will make them full of personality and distinct.

It just needs to produce roughly the same expressions as the original one did, for any given output.
If he sends it a command for a smile, and it produces a frown, for example, then that would be a problem that the modeller should have detected before handing over the files.
