I would go with a roster size of 36 like Vanilla MvC3, 18 Hololive and 18 Stars since we all know not everyone in both sides has the lore of a fighter unless you can be creative and give someone like Subaru a Terry Bogard moveset.

You don't have to have all the Homos and Holos in it, the original MvC games didn't have every Marvel and Capcom rep available either, even MvC2 is missing some characters from the previous entries, just pick what's most recognisable, worked for MvC1

On the subject of games, to this day it still confuses me why cover doesn't make licensed games based on their ip. There's so many genres they could use that would fit too, hell a hololive gacha game alone would literally print money for them.
