Now you're being hyperbole. Java-Bali grid is in surplus for the last few years the govt is bleeding money. And the last time I heard Sumatra is on the right capacity while the other islands still in deficit but not as terrible as it used to be. 80% of Indonesian lives in those three islands.
Nowadays, if you're living in Java/Bali/Sumatra, if there's a blackout, the chance is that they're doing a maintenance, not because of overcapacity. There's a huge difference in there, maintenance only takes around a few minutes to 3 hours on average, while blackouts can last for half a day.
