It's a very extreme rule, it affects all 3 regions and the two different agencies.
It also affects all debuts, 3D events and skin debuts.
There are already over 70 talents.
Fans and talents have streams they look forward and schedules they want to follow.
I don't think anyone from the Hololive JP fanbase will bother watching the Tempus debuts.
Effectively they just fucked their streams for no reason.

I don't know if you were here when it happened but when the NijiEN males debuted there was a period of time where the initial NijiEN fanbase went through multiple purges.
A sort of multiple stages process.
At first the realization that the guys were there, with some coping that perhaps it wouldn't always be guys and girls 100% of the time.
Then it became clear the guys would always be there. Even on solo streams they'd call the girls on discord when they do zatsu or they'd join as wingmen for solo play streams.
It was a test, many fans could not tolerate the guys and just left over time.
Every now and then something new would happen that would test more fans.
Like the time Finana and Pomu hyped up their first off collab but they surprised everyone with a guys.

Like you mention Gura, but you know she hasn't been given game permissions, they have held back on her projects, they have rejected her ideas, they have put a lot of pressure on her and have mocked her internally and demoralized her.
