It seems like many of IdolEN were scouted instead of applied and weren't actively seeking a corporation at the time.
Why don't other companies work in this capacity? It seems like a much better way to get a type of streamer you're looking for instead of the other way around.

Because big corpos are well known enough that even indies without a chance in hell will still apply for a shot and small corpos rarely have the man power to scout out new talents or just try to copy big corpo methods

A dedicated "scout" (anyone trustworthy in management) could watch hundreds and pick out the promising ones in a few days.
Hololive famously doesn't do this. Most audition vids they receive are watched for a couple seconds or not at all. And Vshojo's auditions are fake.
That's why there were so many really good tubers available for IdolEN and Phase Connect.
