Carving a niche and then drumming interest from there is reasonable, and doing a cursory overview of VOD views on EN and homo channels, EN has a stable VOD floor of ~100k dipping or rising depending on content and novelty while the homos have a floor of ~15-20k which is consistent with the VOD views of Nijisanji's male livers outside of Luxiem
All-in-all, this shows that the amount for a "successful" homo group for EN outside of the stand-out Luxiem lies at roughly ~2k live viewers and 20k VOD views
This also isn't taking into account oil barons/baronesses and gachi where most income would be made from, as some appeal more to different demographics such as Axel's 50/50 male-to-female ratio and Vesper's 90/10 ratio
Never let your mind be poisoned by large numbers, Holo is the 0.01% of streamers while the homos reach the top 1% (roughly speaking, I could probably do analysis on twitch/youtube randos and have that be 0.1% or some shit, it's wild how numbers are outside of the big corp bubble)

The only reason other than blatant favoritism I can see for Tempus Season 2 happening before EN3 is they can't find girls good enough to do it. Which is bullshit unless there is something unseen handicapping it. They can moneyhat because even with the Cover cut you make more than 90% of indies, you get music/art connections (through Mori/Ina/etc) so you can start a dream project, and that is just monetary incentives. The only thing that could hold it back is if Cover Management got a shitty reputation among competent indies (which is entirely possible). But then you have Niji (same pros and flaws just a little smaller), Vshojo (not accepting newbies come back another time), and the small corpos (which carry similar restrictions as Holo/Niji but smaller scale)

The real downfall of the EN side is the fact that they don't have easy access to Cover's assets (i.e the studio, offices, and other such things) which turns them into a logistical nightmare nobody can really figure out, this was actually briefly touched on by Mori (or was it Kiara?) when she talked about 3D studios and how there's SO MANY of them in Japan at relatively cheap cost (but still some scheduling issues) meanwhile in Europe they're expensive as fuck and America they're.. Expanding, but not quite there yet in terms of ease of access
Now of course, they COULD invest and develop a 3D studio in a central American location, however the hoops needed to jump through for that and the money involved make it a lot more of a liability than simply flying the girls to Japan when there's openings (which unfortunately they've been booked quite solid)
There's no easy solution to the issues they have, but it would require someone in management to have a good eye for investment opportunity and risk-management which they most likely don't have, as they want to keep a sizable war-chest so they can keep the girls employed in case of hard times
