My headcanon is that in every group there's always this one illustrator who's either busy or is a dickhead who doesn't stick to deadlines so they have to keep pushing back the outfits, even though besides this one member the others could easily show off their new models. The Uproar outfits were probably already being worked on by the time they debuted. The Autumn/Winter outfits the senpai recently showed off were in the works since the beginning of the year. That's why Aruran didn't get one, because his artist was working on his redesign instead.

The reason they take so long is because typically the talent doesn't communicate with the artist directly (stated by Astel when he talked about how his own artist often requests Astel be there), same for the rigger apparently (Kson revealed this when she talked about how she just threw her artist and rigger in the same chat instead of being the middleman).
