As much as SEA(and nip comedy in general) would be try to male you believe otherwise, you can't really force a meme, the best corpos have gotten close to doing is throwing copious amounts of shit at the the wall until one or two memes stick(see wendys twitter amongst a hundred failed corpo twitter)
In fact, forcing a meme tends to get it worn out or used ironically(unless it's a SEA board like /vt/ for some rèason

For it to go as viral as Hololive they would have to do something never seen before or really crazy. Nobody ever really cared about vtubers until they saw anime girls saying the n word which was something nobody thought would happen. The only thing close is Salome who broke records and herself became a meme but died once she reached 1 million subs and even then it never reached outside the EN vtuber sphere like Hololive did.

Unironically NijiJP had a good amount of their own in the JP space back when they were the goat but not EN. I personally think that memes are a good way to tell if a piece of media has been made mainstream.
Now you can take this 2 ways.
Hololive (JP/EN) is more popular/mainstream would be the first one, the second would be that NijiEN succesfully gatekept normies from their culture. NijiEN have their own inside memes like pomufication but never cut it into mainstream.
