Current line up is 19 people. Assuming it is a standard 12 ep season at about 20 min of new footage each ep. That means on average each character will only have 12-13 min of screen time if they are lucky.

Be glad if your Oshi did not make the cut because they at least have hope to get their own series later if alt takes off.

I think part of it could be that they're still debating on what to do with the characters' personalities. Most of the talents diverged from Cover's original visions for the characters, and Cover seems to be fine with respecting smaller deviations such as who's friends with who and so on. But Haato is probably the character who diverged the most: Haachama and almost everything about her was likely the work of the talent combined with a few ideas from fans. Haato's role in HoloAlt depends heavily on how much of that Cover wants to canonize.
