I was watching kson's recent video on my phone and I noticed blonde veibae is advertising herself on youtube.
Is it normal to place targeted advertising on other vtubers channels?

Google Ads probably made that selection for her. When taking out an ad you pick categories of people you want to see the ad, including things like fans of “animation”. I don’t think you can have the ads play on a manually selected channel whitelist but I haven’t gone that deep into it.

There a plenty of vtubers that advertise on youtube. Though, it's usually looked down upon because the only reason you'd do it is to boost views on a video. If you aren't so famous I think you could get away with it as actually spreading visiblity for your channel but if you are mid or corpo vtuber, then it's a shameful look. Nijisanji has been doing it a while for MVs. Makes it hard to trust if they got actual views for the song or that it was circulating in youtube ads for a while.

Second, what you have to understand about "targeted" ads is that it's less about the advertiser telling youtube for example "I want my ads to appear on THIS content" (or even, THIS specific video, etc.), and more about the advertiser simply telling youtube (or whatever middleman they use) what AUDIENCE they want to reach, and this in turn influences on what content the ads appear (because that's what the targeted audience watches).

So for example, what's the audience a vtuber would want to advertise themselves to? Obviously the nearest reasonable answer would be "people who watch vtubers", as this is where you'd have the most effect (i.e. people who are already watching vtubers are more open and predisposed to also watch you, another vtuber, so you'd have a higher "conversion rate" (people seeing your ad, clicking on it, and watching your content) as opposed to people who don't watch vtubers in the first place). So you're simply telling youtube "advertise me to people who watch vtubers" (again, as opposed to directly telling youtube "put my ads on other vtuber videos lol", which is simply just a consequence of the initial request), and it's no mystery what happens next - your ads will appear on other vtuber videos, because that's where the intended target audience you wanted to reach is (vtuber watchers).
That's how you sometimes even get Niji ads on Holo videos and vice versa, and it's not because the managers behind it are so petty and cunning that they explicitly tell youtube "hehe, I'm want to put my ad specifically on my competitors video!!", because that's not how the underlying mechanism works exactly, which you hopefully now understand that it's just an occasional side-effect of the general phenomenon.
