I think it's something to do with what the aggie counts as an active anon and not, and every time a new anon loads the aggie it creates a layer for them (unless the limit has been reached in the time frame).

Front actually had more IPs total by the end of each thread. Consistent 90-100+, but trash had more posts per minute even though most of them were the same handful of posters posting on cooldown, and since trash is much slower than vt it takes longer for a thread to slide off page 10 so the total post count would be high. The activity was mostly superficial, as is evident in every single attempt at reviving it resulting in at most 5 IPs.
