It honestly comes down to your definition of winning, and does that include both holo and niji JP. If it does, then hololive still has the upper hand.
If we're talking about EN branches only, then Niji won because hololive literally only has 2 streamers left. But the quality of niji streams is so shit, and they all act so trashy that I can't stand watching them.
Pomu, Elira and Selen are fine. The rest is pure garbage. Quite literally

Hololive is dying because of the insane choice of pushing Tempus as part of HoloEN and not debuting a gen for 1.5+ years, but Nijisanji is not doin much better

That kind of makes it worse for Cover though. They destroyed the golden goose with incompetent management and not putting a leash on their talent when they started to slack off, like actually enforcing the 3 streams a week rule.
