Enforse a goals and points based system by holding a part of their income until they meet minimum requirements and award points based on how they work:
+ for minimum hours streamed/number of streams
+ for projects/music
+ for schedule and updates in reasonable amount of time
+ for channel growth
+ for particularly successful streams

- for forgetting to do holo related things
- for generally unprofessional behaviour like extremely low quality streams, not checking how to capture the game in obs, ghosting fans
- for yabs
It needs to also have room for breaks and holidays.
The point is not to cash on lazy vtubers but to push them to do a bare minimum for the company if they want their money. Just keep a part of the pile of cash you owe them for a few months for them to be able to earn it

It's easy when they don't have to pay for anything either and still own everything you do. People are saying "they should demand updates on projects", what is there to demand? They're not creating or funding the project, and still they own the thing, if the talent graduates they can't keep using whatever that project was, despite paying for it. Cover has no grounds to demand shit.

If you want to clean house and sort everything out, you have to be ready to graduate some talents. If you’re not ready to put your foot down and let them go if they refuse to comply, what is even your leverage supposed to be as a company manager? Telling them “pretty please” over and over again until they change their mind? It’s like you guys never worked a job.
And yes, telling everyone “stream X hours every month, unless you have a very good reason not to (serious illness, not tummy hurt) or graduate” may lead to a short-term contraction of profits if several talents choose the latter option, but will significantly raise the morale of the remaining girls and set an example for anyone who’d want to start slacking off the future. They will lose it if they slack off. If they get sick, they'll have to provide doctors notes. If they want to act like high school students, they're going to be treated like high school students.
