Probably because she doesn't consume a lot of English-language media. What you did, being genuinely interested in materials you can only understand in English, is actually a better way to learn a foreign language than paying a lot of money for schooling, moving to foreign countries where you don't have any friends to talk with, etc. Also I doubt you're as good as you think in actual spoken English.

Probably because there's less pressure to constantly be talking. A lot of the JP girls have good pronunciation but they try and talk as fast as they do in Japanese (or if they flub a word or two end up speeding up to "catch up") which just ends up hurting their pronunciation.

You don't really improve if you don't want it in the first place, same as any other form of knowledge out there. She doesn't care enough and that's why there's no improvement, you really notice the difference when comparing it to the ones who actually wants to learn it like Subaru and it's like night and day. Motivation is the key, and making the learning proccess a habit is what keeps one going, there seems to be none for chammers or gura (college japanese lesson btw kek) and we're now seeing the outcome.

She seems to understand English to a good standard but has trouble saying what she wants. A lot of Japanese people that study overseas get into a habit of just being around other Japanese people and consuming media in Japanese so they don’t get as much out of being in a English speaking environment as they could.

She was noticeably better towards the end of her Aussie arc, but then started getting progressively worse. "Use it or lose it" as they say, and guess what? She doesn't use Eigo at all in her everyday life.
I too learned English from TV shows and internet forums, and more recently 漫画とアニメで日本語を学んでいます。But unless you put in enough hours and effort, you won't get past Peppeloni level.
