There's no overhead when it comes to debuting new Vtubers for Anykara. Once you get past the starting cost (models, rigging, setup?), there's no longer any significant cost that comes with debuting a new Vtuber, unless you count the occasional original songs and managers salary as the cost. The merchs are streamlined with the usual badges/keychains/voice packs, and they don't get 3D until a certain milestone.
Besides getting made fun of for their ccv on /vt/, a NijiEN averaging 1k viewers is still making money for their company. I don't watch NijiEN but I'm pretty sure they don't have significant investment made for them with vocal lessons and dance lessons like the HoloJP received.
