From what I've watched of Vesper, I think the most likely scenario is that he didn't take the offer to announce it as "a sudden 2 weeks break", and chose to have a formal announcement about his suspension, sort of like how they can choose whether or not they want the company to announce them getting COVID.
The wording and the way his colleagues are behaving make it not seem like that big of a deal, but the mere fact that it's the first formal suspension would lead you to think otherwise, which just makes me think it happened before, but simply wasn't made public.
