The storage and bandwidth required for video streaming mean it's not an especially profitable venture so it's not likely to ever happen but twitter already allows short videos so you could theoretically make it work. To be clear there's nothing wrong with making twitter your primary platform if that is what you want to do. The problem is diving into the irrelevant drama that plagues the site and alienating your viewers in the process.
