They play together, the Pokémon from each route is "linked" with each other, so once one dies the other players need to get rid of it too.
The rules can vary a lot, but let's say Leader got a Pikachu on the first route and Nowa a Charmander, if Nowa's Charmander dies then Leader needs to get rid of his Pikachu too.

Yes but the new Pokemon games are piss easy, they actively tries their hardest to not let your pokemon die for whatever reason(it's obvious they doing it to kill nuzlokes but TPC will never admit that). Even with 4 people, I doubt Tempus would run into many issues.

The only thing they need to do is make the hit box fucking clear as shit. That's the most important thing in bullet hells. You need to be completely in tune with your hit box. If you can't tell where you're getting hit from, that's bad design. No Touhou game I've ever played or seen has had a hitbox that wasn't blaringly obvious.

Another "issue" with the game is that the attacks are coming from all angles. Usually in top down bullet hells the attacks all come from one general direction or some kind of central location. It's not very often that attacks come from the sides and pelt you unless the pattern for them is very obvious and slow
