The project Hope was conceived during the big VTubing boom that was boosted by Covid lockdowns in 2020-2021. A lot of hasty projects were started back then. IRyS got to Hololive through nepotism and pitching her pre-holo that got unrealistic views because of an error in the YT algorithm. They were rushing it and ended up hiring an average, bland, unexceptional girl by accident. Once the contracts were signed, there was no going back. The project was clearly a total failure. Since one year has already passed the contracts are apparently fixed for a longer term. Nevertheless, it's just a matter of time before the project Hope is terminated.
