This is probably the noobiest question, but why do they even need to get specific permissions like that? Regular streamers don't need to do this, right? And why would any company deny permission anyway, what do they have to lose by letting popular streamers play their games?

Not sure about that, but I'd assume every company has a different policy. They're the copyright holders of the game and when they see another high profile company using their game for profit, they can determine whatever conditions they want, they never asked anyone else to market their game for them. The law is on their side. On the other hand, smaller game companies might see this as an opportunity like you said. Or I could be just spouting bullshit.

From Cover's point of of view; If there's a big yab while streaming/something goes wrong with copyright etc, then they as a company are liable. When you're an indie streamer game developers don't give a shit, you can't target thousands of streamers but you can target individual companies like Cover.

On the other side of things. Publishers and Game devs (these are mostly the Jap dinosaur ones like Nintendo and Capcom) believe that the live streaming of a video game negatively affects sales. Because the person is spending time watching the game, instead of buying it themselves. They don't think that people buy games if they see it in a livestream.
