To pretty much everyone else. I have ALWAYS written my stories OOC informing the other person and in character just showing up on the shores uninvited. It's the risuner way by this point. I think it's most similar to a war between the elves and the humans in LOTR. The elves were the JPnians, powerful, but slow growing and few in numbers. the chuubanians were like humans, numerous and reproducing quickly. At some point, the JPnians, in their time of great need and despair, made a supplication to the Custodians of /jp/, to free them of this invaders. In retrospect, there are probably aspects of the world's underlying mechanics that were tacitly accepted when a more formal process should have been used to prevent future issues.
Here is an idea: let's look at those things that we currently have, and let's all have a discussion on the things that work or do not work with them. Even if some bits cause friction, I think there is value in the ensemble, it would be a shame to throw the baby out with the bath water.
Once we discuss those ideas in depth, we can probably come to improved proposals that accommodate both the existing concepts and new ideas, and have a near unanimous vote to put it into the archive.

Less so regarding things like Catalognauts and the Catalog story since those do invoke a curiosity between threads and gets people asking specific questions, but I could understand that coming to the table too.

I supposed it's never been clearly written as any lore and there are contradictions but at least for me, as of ~1132, /who/ only has: 2 Wooden hulled, steam driven propeller frigates with a central armored belt, a small fleet of steam paddle riverine boats and steam tug boats. Only the last 2 are metal hulled.

The iron clad largely came from very early timeloops with /inf/. Since they quite expressly see us as enemies/rivals the rep wrote it into the lore. The "tech tree" for /who/wasn't that defined then especially since he worked with the assumption that the Republic is less than a century old.

Also regarding the "non-naval focused" nation thing. The steam frigates above all else, do three things: prove of concept for a propeller driven ship, testing various new techniques of ship building and as a counter against /inf/, so for both national pride and counter balance. I'll try to flesh out the research/innovation of the Republic more but marine steam engines and novel propulsion technology have more than military purposes.

Yeah. Ship building takes time and a lot of planning. It's not completely clear as of now but the Republic is also experiencing a shift of foreign policy. As its internal economy and industrial capacity changes and the Founding War, with its legacy being redefined there's an increased willingness and tendency to work with the outside world. There will still be quite a lot of limitations to it and it won't become manifest destiny any time soon but it's slowly happening. So the shipyards won't suddenly pop out an ironclad every three day or something, though there's more enthusiasm for a more outward-focused force, so more ships and naval power projection though the absolute imperative of regional(North West) security will probably never change. The two frigates are also meant to be proto-types that are built more for training and a proof of concept. New service steam ships would need to be redesigned to accommodate lessons learned from this project so it will be a fair few years before th Republic has a sizable fighting force of steam ships especially when there are still a good number of cabaple sail warships. This both reflects more posters with /who/ as their home thread posting in /hlgg/ and other threads recently and partly for meta reasons so there could be more interactions.
