I think it is intentionally simple, like, even myself with NO SKILL for drawing can make a fairly meh fanart and call it a day, imagine trying to do a fanart of let's say, Ayame or Polka without screwing up clothing and accesories, heck, even pre-newer model Sora would be fairly hard and most people just therefore, get discouraged and that's it, their ideas, done, never to see the light of day.
