I think a good estimate would be that roughly 35-50% of viewers are actively considered tabbed in and contributing to the live count in the majority of large chuuba streams. This is why you see drops and rises when certain moments occur, and why the CCV is usually much higher during special live events (something that the majority of viewers will be focused on and not want to miss, other streams they'll be fine with a VOD if necessary since they probably don't talk in chat much, if at all.)
My ballpark estimate would be Gura has around 35-38k total viewers at the moment with all of this taken into consideration.

I've never seen a Twitch stream where more than like 60% of the viewers participate in a vote during a stream, and Youtube's probably similar. So even with a conservative estimate of 60% participation, that would mean she had at least 15k viewers, over three times what is shown. They really need to fix their shit.
As for what Vox said, I guess it's not as big of a deal if the youtubers themselves can see the real numbers and it doesn't affect their Adsense. However, I would imagine that advertisers use the displayed number when looking for potential advertising partners, so it's probably still negatively affecting them one way or another.
