Austria was stripped of its empire after WWI. The empire was their only reason for existence, so everyone in the country voted to join Germany. The allies banned that.
After WWII, the Allies forced Austria to separate and said it could only have its independence back (as in, not occupied by Allied soldiers anymore) if it promised to literally NEVER join with Germany ever.
Austrians think of themselves as not German because after the war, wanting to join Germany became seen as a Nazi thing, plus there wasn’t really any point anyway since Europe realized they could save money on defense by just letting America handle it.

Lots of groups in the world have a complete cultural misunderstanding on what their actual ethnic origins are.
Take England for example, most British, and modern British history will tell you that they are Anglo-Saxons and that they identify as Anglo-saxons, or just Anglos.
But according to almost all genetic tests, they share the majority of their genes/dna with the ancient celtic britons that were the (arguably) original natives of the British Isles. So really, they are only culturally Anglo-saxons, but not genetically.
Whether that matters or not is up for someone else to decide.

Austrians are germamic in the sense that they belong to the broader german cultural sphere. That doesn't that they are some biologically distinct group of humans.
Ethnicity is not exclusively or even necessarily defined by genetics.
Of course Austrians and germans will be genetically closer than people from the other side of the world, but someone from Schleswig-Holstein is genetically probably closer to a Dane than someone from Tyrol.
