Depends on the developer/publisher.
FNF is fine and they encourage it.
Minecraft is fine. Besides shaders, Miko runs a different skin for example.
Coco's FO4 was modded to have Japanese text and English dubbing at the same time.
They're extra cautious because the person who did the JP translation mod threw a hissy fit at Nijisanji for using it without his credit.
