V-Sen is unironically the best "VTuber School" structure in the industry right now.
Rurinee and an indie artist are running it independently with minimal overhead and getting completely inexperienced people (with passion) into their ranks and giving them training, while also allowing them to join any of the big corpos if they make it.

VTA, despite professing the same "you can join anywhere" attitude, won't actually let their talented graduates out of Nijisanji. Social pressure and the talents' youth will allow them to be easily manipulated, and VTA basically just becomes an "Entertainment Factory" for Nijisanji.

Also VTA used to be similar to V-Sen, in that it would accept complete newbies to streaming as well, but now they've done away with that requirement. So ironically only experienced people can get accepted into this "school for VTubers".

Tough to say. Ai, for pretty much "creating" the medium would have the best argument legacy-wise. For sheer numbers you either go with Gura for subs or Peko for CCV. Salome unironically would've had the best argument if she had been able to keep her insane pace for at least a year. Kuzuha and Chinman are basically 1A and 1B for top male vtubers although the competition on that side is admittedly thinner. Keeping with the basketball analogies, Mito was for the longest time the Lebron to Ai's Jordan so if it weren't for Hololive's sudden rise we'd probably be in timeloop hell as to who the true GOAT was between those two.
