The biggest enemy of server side lag with minecraft comes from redstone clocks, and lighting updates. A simple torch wouldn't affect much, but when you start using redstone lights, the performance will tank badly.
A way to reduce the lag would by limiting your view distance, a good number would be setting it at 5-7. I hope the minecraft server operator are smart enough to toggle a hard limit (iirc holoserver is run with Paper, idk if the latest mc version has Paper), just in case one holo set it to 12 and basically renders everything from the city centre. In case of Towa, its just how janky java works when handling memory, mc chunks, and handling all that lighting updates. And when you get multiple people communicating with the server to process the busiest on the map, the lag would multiply.

Also stacking the same item in one block can cause problems, like the ones Flare usually does, but it shouldn't affect much processor wise for the server.
