Well I do agree on HoloX getting new outfit pretty soon after their debut felt weird, they were pushed hard by the marketing and they kind of appeared everywhere. 3D though, there's really nothing you can do about it as long as the coof still running around in Japan.
The only way for it to work is to establish a studio outside Japan like how the IDs been doing, but it's HololiveEN, not HololiveUS so finding a spot where all of them and potentially future members could access easily is just that hard.
