I don't think it's anything to do with her foot-in-mouth statements, since if that was the case other way more controversial Holo like Matsuri or Towa wouldn't have been invited.
Most likely she's an introvert who's not trying to make connections with her senpai so they aren't sure how to approach Iroha for 3D appearance which takes weeks to months of planning. She's the only who doesn't have a regular collab partner unlike her genmates (i.e. Lui with the hags, Laplus with Shion and Roboco, Sakamata with Marine, Koyote the town bike). If I'm Iroha's manager I'd start pressing her to cozy up with someone to get some new dynamics. I heard she's a big Splatoon fan so Korone/Gamers would be a good start once Splatoon 3 comes out.
