I think the main problem is the timing.
Kiara joined right before the server wipe and has to grind out the tech tree and gain resources while others are way beyond that point. Similarly when she declined Anya's invitation (and rightfully so, neither Kiara nor Reine had the equipment or the experience to go on a raid, it was a foolish proposition), Kiara feels there's much more to do before engaging in PvP and fucking around, and expects interactions that help her get out of stone age, not ones that requires her to put her meager equipment on the line.
The second main problem comes here: others are not interested in/incapable of creating a fun stream experience for everyone involved, they just want to have fun, hence the mountains of grinds offstream and having the fans looking around on all streams to have a chance to witness their oshi.

We know Rust itself is a shit game. So why is everyone playing it? The reason is proximity voice chat, pretty much the only redeeming feature since it is what enables all the fun impromptu VC interactions that most talents play it for and most of the audience watches it for.

Now we just need to bring proximity voice chat into a better game, or at least a game Kiara is more competent and comfortable playing. I'm talking about Minecraft, of course. Yes yes, I know muh mods and Cover's permission autism, but fuck it there are dozens of prox-VC plugins for Minecraft, some are bound to reply and give you permission if you just ask around enough.

There are indeed several IDs and JPs who are regularly on the server during her european afternoon time. We already saw them pop up in the list sometimes, or can just cross-reference other streams. The issue isn't that they don't exist, the issue is that Kiara is just very reluctant to actually call out to and go up to interact with any other people (that aren't on her pre-conceived "it's ok to bother them, because they already know me and it would be less awkward" list of social crutches like Reine) - which would be totally fine if she were actually satisfied with playing solo and at least didn't complain, but she's not, she openly admitted herself that her main reason of playing is trying to get in on the fun farming of interactions that everybody else seems to be having and she's fomoing about being left out again, but instead she's just whining about how no one wants to play with her. Maybe they feel the same way, or maybe not and they just don't bother, point is it's only really apparent with Kiara because she's the only one who is brave/naive/stupid (take your pick) to talk about her insecurities and grievances openly.

I can't see anyway that would work without a modded client, and then there's the communication path to consider.
Any gratis plugin / mod is very likely not to have a remote host for clients to connect to, which means UPnP, STUN, and P2P with the server coordinating when people are in and out of range.
It would be a complete shit show in a WAN environment, with the server trying to host both the game and deal with VOIP coordination, and every person's firewall configuration being slightly different mean high latency and random connection issues.
