The main issue for Tempus and getting growth?
Hololive, and really this is true for all Vtubers due to the niche it's in, so keep in mind that this will apply for most channels/groups that aren't already "mainstream," is crippled by it's ability to only have effective marketing to it's own audience.
If you market "cute anime idol girls", you already filter out mostly everyone except people who are willing to accept weeb-ajacent, and idol-ajacent, things in the West. That's a decently large filter for growth, but the pool is wide enough for Holo to hit "Billion-Dollar Valuation" levels, so it's not too bad.
You filter to "anime boys," that kind of filters down even harder. You're basically cutting the pool in half, but in reality you're cutting it more than that, because a lot of people you have in your existing marketshare at Cover don't have a predisposition to even WANTING to watch a boy version of the product. Add in the "idol" part, "anime idol boys," and you have another filter: You can't just pander to the degenerates and get good views. No cumposting, no "daddy needs to punish you, girl" posting, no "I'm gonna do pushups and don't mind if it sounds like I'm thrusting deep into your pussy and grunting" content, so that avenue is cut off.
The question of "How to grow Tempus outside of simply letting them stream and build a fanbase through time and effort" is one that is nearly impossible to answer through marketing, without finding an unexplored vein. And Cover can't pivot to Niji-style content without either sabotaging their main, girl branches(which they won't do, ever), or finding out that the market was already tapped by NijiEN anyways, and that the vein is dry.
The only reliable answer is gonna be letting them grow on their own merits, and giving them that platform that they have as "Holo-branded" to live or die on.
