The very obvious answer is that Vtubers despite the desires of people in the Western world to have diversity for the sake of diversity in every field is dominated by Asians and European personalities who choose models which are in line with how those people look or are in line with the anime meta which inspired the genre.
This is like asking why there aren't more white miners in Uganda.
What we should more be asking is why the actual non-white vtuber personalities don't choose to use black models.

They look white to you because you're concerned about races. To Japanese people, the default is being Japanese. Anime isn't even concerned about being faithful to real-life characteristics. Tezuka Osamu even used to say, "Manga is symbolic drawing." You draw something people can recognize as an eye, not how an eye should be photo-realistically.
There may be some sort of beauty complex related to western characteristics vs Japanese characteristics, but that's different from what we find in manga/anime. I think it deals more with cultural differences in what people focus on.
