Yes, she can, but she still need to ask permission from Cover first. I.e: if Cover tells her "No, we don't want you to do a cover of Ado's song from One Piece movie", she isn't going to do that. She talked about it before. It's not a major hindrance, but it's still something to be considered.
Thus, she need to do cover for the songs that are coverable, and need Cover to give her the ok for it. It's not as simple as how an indie can just do it (or normal Holo even since they don't need Cover's permission). Not to mention she need to keep her voice for her VSinger duty, too, so all personal covers (i.e: Identity or Internet Overdose were recorded at home on her spare time). I think it also ties to the story arc theory that I've had for why hololive fucking exploded post holoEN, because since HoloEN debuted it's been one never ending story arc after another from the chinkout all the way to Coco's graduation in July.
