Baelz and Nyanners are probably the follow up after Ironmouse and Haachama.
Unlike the other council member Bae already existed before space and time and she seems to be the actual personification of chaos instead of just an avatar of it.
Nyanners on the other hand can end the universe by lighting the beacon, shapeshift into pretty much any form, create intelligent sentient beings, degrade gods and seal their powers and cause sanity checks just by perceiving her.
Sana, Kronii are up there too. I think Fauna would struggle to do anything to these godlike beings, she seems only strong if you put her against biological creatures, although maybe I'm just not familiar enough with Kirin physiology.

I think something like Hologra, skits or statements can only be used as supplementary powerscale material since it's usually too inconsistent.
I might have actually slept on Irys now that you mention it. I think I remember her saying that it wouldn't make sense for Hope to lose against Chaos, so she might actually see herself on a similiar level as Bae.

Like I said I don't know much about Nijsanji so from the description before it sounded more like a Sora situation where her power may seem sort of consistent but it's not at all reflected in her official lore.

I don't really think the consensus of fans is all that important for the scaling, Haachama actually has more than enough official lore to support her ranking without falling back to something like that.
Pomu's case as top tier also seems solid enough from that description, although I'm still a bit on the fence of counting a skit as multiversal feat if that's the only one in that ballpark, maybe I shall do my own research one of these days to find more evidence.

It's not just a skit, Pomu basically confirmed that she's a shapeshifter in her debut stream even before eldrith horror Pomu 1st appeared on screen. However, this would seriously put her down because this would imply that she wasn't interdimensional, but one person with different aspects on one plain of existance. I also doubt that Pomura Inpuff originates in another dimension, which would be yet another Pomu. You could also consider the act of pomufication which is basically her taking over the minds and bodies of others to turn them into Pomus.
On top of that, she can do the hand thing.

Correct me if I'm wrong but isn't most of Haachama's lore from videos she made herself and thus not any more official than Pomu's stuff? She displays some powers in Hologra, but that's Hologra and a reference to her videos. If Haato's self-made lore being recognized by Cover makes it official, Pomu should be in the same boat. Self-made lore isn't the issue.
Obviously they can evolve their lore over time too, it happens with almost all vtubers. The only issue is that a lot of comments or supposed feats are just meant as jokes, like Rushia hitting a table so hard that it causes dinos to go extinct. If you were using all of what Vtubers say or do as canon you would also end up with tons of anti feats because they are just playing a role after all.
I don't know Pomu's stuff so I was just asking if it was just a skit or if her powers are played somewhat straight.

Cause isn't 90% of Haachama's wacky schizo lore things she came up with on her own and whenever a more recent, "stronger" gen debuted she just tacked more on top like that one kid creating new powers for their playground OC while the other talents played along, either out of courtesy or because it was fun? I don't own any of that so it's not "mine" nor do I have any personal investment in this topic, I was just genuinely curious in regards to what counted as "official" or "practically official". Not that anon but it isn't yet it can still be a reflection of their actual power if they have some basis for them outside of hologra, for example Haachama being able to clone herself was already introduced on her stream but we now learn in a hologra just how many clones she can make.
