Business visa is for deals between businesses, in order to apply the company you are working for and the company you are visiting both need to write a letter explaining why you are there. It doesn't work for people who don't work for a foreign company.
Holo talents are only going to get in on work visas. There's a category for entertainment including things like voice acting but Japan requires you to specify exactly what work you are doing and you are only supposed to do that work and nothing else... and there's a chance they deny it anyway, since they only opened up work visas to have enough SEA slaves to keep the country running. That said apparently people are getting in on entertainment work visas for specific work so it seems possible now at least.

Mori just needs a re-entry permit. As long as her documentation is lined up properly (visa with a term of more than 3 months, passport, residence card) she just tells them she is leaving the country and needs re-entry, they give her a form with the correct box checked, and she can use it to get back in.
