Step 4: Guardians get teleported back through the portal, but now are in an enclosed space where they can't fight back.
Basically the portal is used to gather them up into a small room, then spit them out all bunched together. The reason the farm has to be up in the sky is cause of nether portal shenanigans.

Soul sand is placed on the top of the ocean monument. The soul sand pushes whatever is in the water column above it up, so the submerged guardians are launched onto the scaffold platforms. The guardians then flail around until they bounce into a portal. Since they're mobs, they don't need to sit in the portal to travel over. Instead they're instantly ported. Inside the nether, there is a piston clock. That piston clock functions by cycling through 32 or 38 items over 15 seconds. After that time, the gates in the nether will open or close. This is intended to get the guardians out of the portal and then shove them back in because they won't travel if they don't leave the portal. Because of portal shenanigans, the exit gate is at the top of the tower. That tower has the killing chamber where a cute kirin will camp in order to flay her funny fishies and reap the exp
