She's a hapa and what is native level really when you're definitively not a native. To a native, conversing fluently with other people in your native language is native level. Being able to read or write or know ancient poetry or knowing the correct official words rather than the ones people actually use is irrelevant to being native level. A Jap considers people from the backwaters of Japan with weird accents or slang to be different to them, just like in any other country. It's not like simply learning the language of Japanese will make you instantly able to blend into every region of the country.
