Aren't there? There are only 79 evolutionary families in RBY by my count, and Hololive has 71 members. It wouldn't be too hard to pad out the remaining slots, and one could always just axe slots if they didn't want to use them up.
The real issue is type diversity, I don't know how many fanbases would qualify as (or be happy with being designated as) bug type, for example though maybe it'd be possible to change bug to something else, will have to mess around a bit more.

That's actually close to what I was thinking. I was thinking making it Beast just because there are a lot of animal mascots that could fit.

the mascots could be pokemon and so could the membership badges since those can evolve too. the holomen could be trainers or gym leaders. the different towns could all be lore related and maybe different regions for different gens or branches. i think it's a good idea!! lots of room for silly jokes and references but no holo would ever be able to play a pokemon romhack. maybe it could just be pokemon inspired? i'm not sure how much would have to change for it to be playable on stream
