They absolutely got to pick them. The only designs in Hololive that were pre-determined were Gen 1 and possibly Gen 2 because Aqua's design as a "Marine Maid" is too retarded to not be her idea.

I think Kiara went over the process at one point, but they have a book of character concept arts to help decide on the illustrator and are tasked with coming up with their own idea/concept art for the character and then the illustrator refines it.

Kiara picked Huke because she saw he worked on Steins;Gate and Black Rock Shooter. Gura picked her shark design because it looks identical to her old avatar that was ripped off from Hinako Note.
