She's the first vtuber whose EN appeal is built almost entirely around rrats and doing one meme song and a Wendy's burger review. Even in her threads very little is said about her actual content, it is always how she is the secret boss of Hololive and listing off all her great rrat feats. When Fubuki finds a new series she enjoys, she'll often get incredibly invested in it and its really interesting to see. Her FGO obsession was the main reason I found her in the first place, but there's others like Twisted, AC, and Hollow Knight.
>Cuteness
This is subjective, but Fubuki is really cute. Aside from a super cute voice that'll do cute noises, she knows what her audience likes and will often play along and tease them (stuff like Kurokami and Lolibuki for example).
>Kindness
Hopefully you know by now how much Fubuki has done for Hololive, but Fubuki also really loves her fans. She even loves her EOPs, she'll include them to her conversations using her limited English and greets them every stream. She'll listen to her fans worries and provides great advice, she's genuinely your friend (maybe a little more than that at times).
There's more I could say, of course, but it always makes me disappointed whenever there's a post making Fubuki seem cruel towards her fans. She's said how much she loves her fans countless times already and does GFE, only less flirty and more teasing.

I find Fubuki so unbelievably pure and cute that I feel the need to see through the deception and reveal the most embarrassing and degrading parts of her human condition, such as the fact that she poops. Shit is disgusting, but no so much when it comes from Fubuki's ass. And the disgust is compensated by the magical feeling of getting to see a part of this cutie that she's extremely embarrassed about and would never show anyone, because she presents herself as a flawless cute girl.

Plus, her sassy and cockteasing attitude at the start of her career makes me want to humiliate her and show her who's boss. I got into HoloLive in January 2020 and Fubuki felt like she was a huge deal back then, but she faded into the background around the time EN debuted. I watched so many Fubuki clips when I first got into HoloLive, but in the past 8 months or so I haven't seen much of her. There was the "no wife, friend" meme that went on for a while, and I heard about the streams she did for other members who were oversleeping, but aside from that I have no idea what Fubuki is up to lately.

She's very clever and I think she's probably doing a lot of good work behind the scenes, but I don't actually find her that entertaining. She's pretty seiso as far as HoloLive goes, so there's not much clippable stuff coming from her, and she doesn't make much of an effort to communicate in english or play games that are popular in english-speaking countries. I think as HoloLive got bigger, more quirky and bombastic personalities started eclipsing her. I'd say her 'thing' is just being a cute chill streamer but Okayu is better at her than that too. I guess maybe if you really like fox girls or you get a big kick every single time she turns down a superchat proposal with "no wife, friend!", you'd get some mileage out of Fubuki

Fubuki was one of the first and most succesful ones back then, and also was and still is considered to be the spokesperson of Hololive, so that's why she's one of the most subbed.
It's true her content is more mellow than that of others that came after her, but I'd guess this is also what people like about her. Mature may seem boring to those looking for more explosive stuff, but she's relaxing to listen to and quite interesting (providing you know japanese, although she has one very dedicated live translator). She may not be as funny as Pekora or Miko, but she's still capable of antics of her own. Not to mention her overall cuteness and radiance.
Personally, her hard work (representing hololive and helping other members, even male ones) and her very well-tuned moral compass is what made me love her the most. More than entertainment, she's an inspiration. Maybe that's how others see her, too.

Part of the fun of watching vtubers is just learning about their daily lives and thoughts and relating, empathizing, laughing, seeing what happens next
And with all of holo EN for example there is some sort of question or character development people get into like

FBK joined Hololive as an Idol and she still functions as an idol. Sure streaming means she has a more direct line of communication with her fanbase, but she still functions within the parameters of a traditional idol. So she keeps the drama to a minimum, reminds her public of the extent of their relationship (though she sometimes lets them in a little further in member- only streams) and generally always project a friendly, happy-go-lucky attitude. If she can't perform at correctly, she'll apologize to her fan and won't stream.

So yeah, she doesn't show the sort of endearing weaknesses Aqua or Watame display, or the over-the-top performances Marine or Pekora can get away with not that Cover has some stability. But she's cute, funny and attentive to her fans and her fellow holos. And she has genuinely entertaining content. Someone posted her Necrodancer content, but her Ghostrunner stream was also adorable, especially since the game itself is edgy as hell and you have fubuki makes all those cute animal noises as she gores people with blood spashing on her screen. Her taking the lead on one of her Mon Hun Bakatare stream was also really sweet.

Then again I might be biased since I was entertained watching her build a Sakura tree in Minecraft.
