The server itself would be inexpensive since it only needs to be strong enough for Nazuna, but I guess you'd also need to pay for a web server + domain name for people to upload their builds plus development time for the upload form and whatever custom plugins you need to integrate your idea into Minecraft. WorldEdit lets you do things like copy a structure to a file and paste a file into the world, but if you wanted the builds to spawn in around where she's playing like vanilla structures you'd need a different plugin for that, plus probably some system for the community to review the builds and make sure no dick towers make it in unless you expect her manager to do all that.
Another option could be for dedicated members of her community to band together and make custom adventure maps for her. That might be more feasible though I'm not sure how everyone would feel about that. I doubt any opposition to the idea could be worse than what she's already dealt with.
