Having a more effeminate voice isn’t that uncommon. If you want a voice that sounds very similar to a women it’s nearly impossible to find someone like that. They would also need to be entertaining enough to pass the audition so the pool is pretty limited

But the more important problem wrt a western femboy in Holo is not whether they find one who could pull it off, but the inevitable twitter politics shitshow that'll come from it and overshadow any discussion, and whether they even want to touch that minefield unnecessarily. In Japan, you can get away with a femboy because most people will just say "that's cute" and leave it at that. In the west, the whole area is so poisoned by gender ideologies and culture war issues that you'd immediately conjure up the faggots who'd try to claim him for their tranny politics bullshit (or hell, even cancel him again after it turns out he's not actually trans), so corporate probably looks at the potential issues and thinks "eeh let's just not bother..."
